刚刚想出了解决方案：使用\'level\' => 3 作为参数。

register_post_type(\'custom-post\', array(

  \'template\' => array(
    array(
      \'core/heading\',
      array(
        \'level\' => 3
        \'placeholder\' => \'this is a H3\'
      )
    )
  )
));
